This structure was sent to Mozambique to cover a building that had been damaged during the bush war — a new roof carried on its own frame, straddling the existing walls rather than loading them.
Overbuilding is a practical way to bring a damaged or deteriorating building back into use. The existing structure carries nothing; the new portal frame takes the whole roof load down to its own foundations.
